ICMEC was officially launched in April 1999 at the British Embassy in Washington, D.C. Cherie Blair and Hillary Rodham Clinton, who became PACT's Patrons, were guest speakers at the event.  ICMEC was co-founded by Ernie Allen and Catherine Meyer. Today PACT is an associate of ICMEC.

Child Exploitation and Online Protection (CEOP)

The Child Exploitation and Online Protection Centre was formed in 2006. It soon acquired a reputation, both at home and abroad, for its outstanding work under the leadership of its CEO Jim Gamble, QPM.   He was succeeded, in October 2010, by Peter Davies.
