Its conclusions based on a wide range of interviews in the UK and abroad, strongly endorsed PACT's own analysis of the inadequacy of current UK policy and offered four possible options for improvement. Beyond 'Every Five Minutes'Beyond 'Every Five Minutes', published in November 2007, brought together our two earlier reports and concluded that the response to missing children was still very fragmented and disorganised. It argued that the best remedy would be the creation of a national resource centre, based on the American model of the National Centre for Missing & Exploited Children (NCMEC). Such a centre would bring together the resources of the police, government, NGOs and the private sector, working together as a united front under one roof. A Postcode LotteryA Postcode Lottery, published in November 2006, mapped out for the first time the role of different agencies in the UK and the variable quality of services they provide to missing children. Every Five MinutesEvery Five Minutes, published in October 2005, researched available sources to establish how many children go missing in the UK every year. The report concluded that it was currently impossible to obtain an accurate and comprehensive picture of the nature or scale of the problem (estimates ranged between 100,000 and 180,000).
